Job Title: Special Advisor or Legal Advisor


Summary: Seeking a Special Advisor with significant political and/or legal experience to help drive the Supervisor’s agenda. This is a senior role reporting directly to the elected Supervisor and Chief of Staff.

Skills and Experience Required:

  • Proven experience in crafting and implementing complex and effective policies.
  • Deep and proven expertise in one or more of the following areas: labor law and policy; fiscal law and policy (federal, CA state, or CA local); revenue and ballot measures; environmental, environmental justice, or climate law and policy; CA municipal law as it relates specifically to counties; criminal justice; economic policy; health law and policy; immigration law and policy; affirmative litigation (plaintiff-side tort class and mass actions); law and social change; housing, homelessness, and land use law and policy; social safety net programs.

  • Expertise in evaluating and making recommendations regarding legislation and policy proposals to understand their impact, practical implications, and alignment with current regulations.

Salary and Benefits:

  • $130,000-$170,000 annually based on experience

Position Objectives

  1. Uplift the Supervisors’ work in the community, in the Third District, and in San Diego County.
  2. Uplift the Supervisors’ policy work and leadership with regional, statewide, and national partners and stakeholders.
  3. Generate earned media attention for the Supervisors’ initiatives. 
  4. Lead planning and execution of events planned by the office, and secure opportunities for external event appearances.   
  5. Manage a robust digital media program, including paid advocacy.
  6. Lead and inspire the communications and community engagement teams.   


Roles & Responsibilities 

Communications 
Craft and execute strategic communication plans to enhance the reputation of and visibility of Supervisor Terra Lawson-Remer and the office. 
Manage media relations, including but not limited to proactively working with reporters, and responding to media requests. 
Draft press releases, speeches, social media content, emails, digital, website content and other communications materials.
Manage the communications team, including coordinating their work schedules, providing leadership and direction for assignments.  

Staff Support and Mentoring
Support and mentor junior staff members, help foster their growth and professional development, including mentoring on communications for policy team members, communications team members, constituent services team members, community engagement team members, and other senior leadership staff.

Marketing
Maximize public awareness of the Supervisor through a single clear voice that establishes brand identity.
Set priorities and strategies for communications, marketing, and events planning; collaborate with the team on implementation, and ensure deadlines are met with quality, consistency, and accuracy. 
Serve as a project manager and collaborate with the team members to create, refine, implement and direct local and national marketing campaigns to elevate the profile of the Supervisor as a leader on climate change and environment, fair labor practices, affordable healthcare, and more. 
Oversee both internal and external messaging for critical school communication and is responsible for the development and implementation of a comprehensive and dynamic communications, marketing, and public relations strategy. 
Lead the editorial development, design, production, and distribution of print, digital, and social media content, events (i.e. annual report, viewbook, print material, advertisements, design, programs, etc.)

Community Engagement Amplification
Work closely with our community engagement team to amplify their efforts. This will involve assisting community representatives with talking points and communicating strategies, enabling them to effectively engage with external stakeholders and community partners.
Collaborate with the community engagement team to develop comprehensive strategies that maximize community outreach, foster meaningful partnerships, and identify innovative approaches to engage with District 3 residents.

Supporting Chief of Staff
Work closely with the Chief of Staff to assist in various tasks, including crisis management, strategic planning and navigating complex challenges that may arise.

ESSENTIAL JOB FUNCTIONS REQUIRED:

Office-Based Constituent Support:

  • Respond promptly to constituent inquiries via phone, email, and mail, providing accurate information and assistance.
  • Process, track, and manage constituent casework, ensuring progress is monitored and cases are resolved in a timely manner.
  • Maintain organized records of all communications and case statuses, updating the system regularly for transparency and accuracy.
  • Prepare detailed reports on district activities and active cases for the Constituent and Field Manager, summarizing key updates and outcomes.
  • Draft and manage correspondence related to constituent issues, coordinating with internal team members to ensure clarity and consistency in responses.
  • Collaborate with colleagues to support team initiatives, share information on casework progress, and uphold office standards.
  • Other duties as assigned 

Field-Based Constituent Support:

  • Attend community meetings, events, and public forums as a representative of District 3, building positive relationships with constituents and community organizations.
  • Gather and document feedback from the community, noting concerns, requests, and issues to relay back to the Constituent and Field Manager and team.
  • Act as a primary contact in the field, offering guidance and connecting constituents to appropriate resources and government services.
  • Build a network of contacts within the community and among local organizations to support the Supervisor’s agenda and district priorities.
  • Identify issues within the community that may benefit from legislative attention and communicate these to the Constituent and Field Manager.
  • Other duties as assigned. 

EDUCATION (OR EQUIVALENT EXPERIENCE):

Bachelor’s degree or equivalent experience in legislative or community work.

SKILLS AND KNOWLEDGE REQUIRED:

  • Strong oral and written communication skills for clear, professional interactions with diverse audiences.
  • Knowledge of local, state, and federal government operations, and familiarity with District 3 issues and communities.
  • Professional phone etiquette, with the ability to build rapport and communicate tactfully with various personalities.
  • Ability to work independently and collaboratively, with discretion and a proactive approach to casework.
  • High attention to detail for accurate, timely completion of duties and case management.
  • Strong organizational skills, with proficiency in office policies, practices, and computer applications.
  • Flexibility to handle competing priorities in a dynamic environment while maintaining professionalism under pressure.

WORKING CONDITIONS:

  • Split time between office-based constituent tasks and fieldwork.
  • Availability for some nights and weekends to support events and attend community meetings.
  • Valid driver’s license and reliable vehicle required. 

SALARY AND BENEFITS:

  • $60,000 - $65,000 annually, based on experience.

Position Title: Organizing Intern
 
Summary: The office of Supervisor Lawson-Remer is seeking a Student Worker to play a key role in advancing the Supervisor’s agenda. The Student Worker will help execute programs and events focused on key policy issues.  They will work with community partners and help plan events throughout District 3 and inform community groups of County initiatives.  
 
Essential Functions:

  • Attending community meetings, and events to represent and speak on behalf of the County Supervisor
  • Participate in community events and meetings to engage community partners on key policy areas for the Supervisor.. Collaborate with team members to develop outreach strategies that effectively reach diverse communities (upon needed assistance/request)
  • Gather data on multiple tracking systems
  • Assist in organizing community events on a wide range of topics from environmental, immigration, workers rights and smart justice.
  • Assist with administrative tasks

The ideal candidate is an outgoing, reliable, dynamic person who is a problem-solver and a great team player.  
 
Time commitment and hours: 15-20 hours a week. Strong preference for a yearlong commitment. Flexible hours, portion of work time needs to be during the regular 8am - 5pm workday, with some evening, and weekend events.
 
Salary: Commensurate with experience. Pay rate for Academic Student Worker is set by County ordinance and based on number of academic units completed.
 
About Fellows Program: The Student Worker Internship program offers a fully immersive experience in a fast-paced policy and organizing environment. In addition to gaining experience in organizing, Student Workers also handle their own projects with specific deliverables and interdisciplinary learnings.
 
Qualifications: Applicants must be full-time students at a local high school, vocational program, job readiness program, or an accredited college or university with at least a 2.0 semester/quarter grade point average (GPA).  
 
Must have interest in elevating a transformative agenda at the San Diego County Board of Supervisors. Strong interpersonal skills and experience in community organizing, grassroots organizations, casework, customer care, or communications a PLUS! Bilingual speaking & writing skills welcome.
 
Note: At the beginning and end of each semester/quarter, student workers/interns are responsible for submitting a "student unit load verification" completed by their academic institution. Student Workers shall comply with the established policies and practices of their assigned school's internship program and the County of San Diego agreement regarding eligibility requirements.
