^{1. Sponsor. This giveaway (the “Promotion”) is sponsored by the Office of Supervisor Terra Lawson-Remer, San Diego County Board of Supervisors, 1600 Pacific Highway, San Diego, CA 92101 (the “Sponsor”), in partnership with Scripps Health and the San Diego County Bicycle Coalition. This Promotion is in no way sponsored, endorsed, administered by, or associated with Instagram, Meta Platforms, Inc., or any other social media platform. By entering, each entrant releases Instagram and Meta Platforms, Inc. from any and all liability in connection with this Promotion.}

^{2. Promotion Period. The Promotion begins on June 29, 2026 and ends on September 24, 2026 (the “Promotion Period”). Entries received outside the Promotion Period will not be eligible.}

^{3. Eligibility. The Promotion is open only to legal residents of San Diego County, California who are 18 years of age or older at the time of entry. Entrants must have a public Instagram account or be willing to accept a follow request from the Sponsor's account for winner verification and notification purposes. Employees of the Office of Supervisor Terra Lawson-Remer and members of their immediate households are not eligible to win. Void where prohibited by law. Proof of age and residency may be required to claim a prize.}

^{4. How to Enter. To enter during the Promotion Period, complete all of the following on the Sponsor's giveaway post on Instagram:}

1. ^{Follow the Sponsor's Instagram account;}

2. ^{Comment “HELMET” on the giveaway post; and}

3. ^{Tag one (1) person in your comment.}

^{Limit one (1) entry per person for the entire Promotion Period. Additional comments from the same account will not constitute additional entries. Tagging additional people will not constitute additional entries. Tagged individuals are not entered into the Promotion by virtue of being tagged and must complete the entry steps themselves to enter. Entries generated by script, bot, duplicate, or fake accounts are void. No purchase, payment, or donation of any kind is necessary to enter or win. Unfollowing the Sponsor's account before winner selection may result in disqualification.}

^{5. Prizes. One (1) winner will be selected at random each week during the Promotion Period. Up to approximately one hundred (100) e-bike-rated bicycle helmets will be awarded over the course of the Promotion Period. Each winner will receive one (1) e-bike-rated bicycle helmet. The approximate retail value (“ARV”) of each prize is $23.00. Prizes are non-transferable, may not be redeemed for cash, and no substitution is permitted except by the Sponsor, which reserves the right to substitute a prize of equal or greater value if the advertised prize becomes unavailable. Helmet style, size, and color are subject to availability and may vary from images shown in promotional materials. Winners are responsible for any applicable taxes, although prizes of this value are not expected to generate tax reporting obligations.}

^{6. Winner Selection and Notification. Winners will be selected at random on a weekly basis during the Promotion Period from all eligible entries received as of each selection date. Each eligible entry remains in the pool for every subsequent weekly drawing through the end of the Promotion Period, unless the entrant has already won. Winners may be announced during live broadcasts on the Sponsor's social media channels. Attendance at or viewing of a live broadcast is not required to enter or win. Winners will also be notified directly by Instagram direct message or email within five (5) business days of selection. If a winner does not respond within seven (7) days of notification, or if the winner cannot be reached, the prize may be forfeited and an alternate winner may be selected. The Sponsor will never ask for payment, financial information, or sensitive personal information by direct message or email; entrants should be alert to impersonation accounts. Odds of winning depend on the total number of eligible entries received.}

^{7. Prize Claim. Winners may be required to complete a prize claim form, confirm eligibility, and present valid proof of age and San Diego County residency upon pickup, and provide a mailing address or arrange pickup to receive the prize. Helmets may be distributed at a designated event or office location at the Sponsor's discretion.}

^{8. Optional Safety Survey. The Sponsor's entry and prize claim form includes a brief safety survey administered in partnership with Scripps Health. Answering the survey questions is entirely voluntary and is not a condition of entering the Promotion or receiving a prize, and choosing not to answer the survey questions will not affect an entrant's chances of winning. Survey responses will be used for public health education and program evaluation purposes only.}

^{9. Optional Follow-Up Contact. As part of the entry and prize claim form, entrants may voluntarily consent to be contacted three to six months later to answer brief follow-up questions regarding helmet use and riding habits. Any such follow-up contact will use the contact information the entrant provided for the Promotion and will not be linked to the entrant's individual safety survey responses. Providing follow-up consent is entirely optional and is not a condition of entering the Promotion or receiving a prize. An entrant may withdraw consent at any time by contacting the Sponsor at the address in Section 13.}

^{10. Privacy. Contact information submitted in connection with an entry or prize claim will be used solely for the administration of this Promotion, prize fulfillment, and, where the entrant has provided voluntary follow-up consent, to send brief follow-up questions, and will be handled in accordance with applicable law. Safety survey responses will be maintained separately from entrant contact and identifying information and will be used only in aggregate or de-identified form for public health education and program evaluation. Entrant information and survey responses will not be sold or shared with third parties for commercial purposes.}

^{11. General Conditions. By entering, entrants agree to be bound by these Official Rules and the decisions of the Sponsor, which are final and binding in all matters relating to this Promotion. The Sponsor reserves the right to cancel, suspend, or modify the Promotion if fraud, technical failure, or any other factor impairs the integrity of the Promotion, as determined by the Sponsor in its sole discretion. The Sponsor reserves the right to disqualify any individual found to be tampering with the entry process or acting in violation of these Official Rules.}

^{12. Limitation of Liability. By entering, each entrant agrees to release and hold harmless the Sponsor, the County of San Diego, Scripps Health, the San Diego County Bicycle Coalition, and their respective officers, employees, and agents from any claim or cause of action arising out of participation in the Promotion or receipt or use of any prize.}

^{13. Winners List. A list of winners' first names may be obtained by emailing terra.lawson-remer@sdcounty.ca.gov within thirty (30) days after the end of the Promotion Period.}
